Expert IT Program Manager

Janus Soft is seeking an Expert IT Program Manager to serve as the Subject Matter Expert for two of the Sponsor's highest-priority initiatives: the Enterprise AI Program and the M365 enterprise-wide deployment.

This is not a "status-update" role. You will be the tactical engine behind the PMO, providing SME-level guidance to cross-functional teams of engineers and operational resources. You will navigate complex A&A governance, integrate security controls through CMAP and KMD partnerships, and lead high-visibility pilot activities. From managing POA&Ms to orchestrating the transition to O&M, you will ensure these mission-critical tools are ready for thousands of users across the enterprise. Mandatory Skills

• Clearance: Active TS/SCI with Full Scope Polygraph.

• Project Leadership: Extensive experience as a SME PM leading multi-disciplinary teams through the full lifecycle of complex, large-scale programs.

• Methodology & Execution: Mastery of project management principles, including critical path management, resource allocation, and proactive risk mitigation.

• Governance & Security: Proven track record of managing projects through the ICD-503 accreditation process to successfully achieve ATO.

• Communication: Exceptional ability to draft and deliver concise technical briefings and slide decks to senior leadership and diverse stakeholder groups.

• Stakeholder Management: Demonstrated success in building constructive relationships between customers, technical engineers, and contractors to overcome competing priorities.

• Agility: Proven ability to manage multiple concurrent projects with short deadlines and complex dependencies.

Desired Skills

• Technical Proficiency: Experience developing resource-loaded schedules using MS Project and managing documentation in Confluence or SharePoint.

• Domain Expertise: Deep understanding of the Sponsor’s technical architecture, service-oriented architectures (SOA), and enterprise operating environments.

• Strategic Insight: Broad knowledge of IC-wide policies, systems, and mission strategies.

• Certifications: Current Agile or Scrum certification (CSM, PMP-ACP, etc.).

Core Responsibilities

• Program Oversight: Lead the 365 and Enterprise AI programs through all governance boards and security checkpoints.

• Security Integration: Collaborate with assessment teams to provide evidence for security controls and track POA&M items to resolution.

• Pilot & Deployment: Coordinate product pilot activities to verify integration and functionality prior to enterprise-wide rollout.

• Training & Transition: Develop comprehensive training and communication plans to ensure seamless user adoption and O&M handoff.
